Ghana has signed a memorandum of understanding for a proposed $28 billion expansion of its Petroleum Hub, including a 300,000-barrel-per-day refinery, as the country seeks a larger role in West Africa’s fuel processing and distribution industry.
The plan also covers petrochemical plants, storage facilities and a jetty, positioning the hub as an integrated industrial and logistics complex rather than a standalone refining project.
The Petroleum Hub Development Corporation signed the agreement in Accra on 19 October with a consortium led by UAE-based Global Sphere, involving investors and technical partners from South Korea and Mali.
The deal marks another step in Ghana’s effort to attract international capital and expertise to a project intended to strengthen domestic refining capacity and reduce reliance on imported refined products.
PHDC Chief Executive Toni Aubynn said the development is expected to take five years.
Initial construction activity in Jomoro is targeted for the first quarter of 2027, subject to preparatory requirements being completed. That timetable leaves room for further design, permitting and commercial work before heavy construction begins.
Despite the ambitious scope, significant challenges remain. Financing, land acquisition and compensation are key hurdles, according to the report on the announcement.
The $28 billion price tag will require substantial investor commitment, while land access and community compensation must be resolved to avoid delays. Preparatory requirements must also be completed before initial construction can start.
If realized, the expansion could reshape Ghana’s downstream petroleum sector by adding refining, petrochemical production and storage capacity, while creating a platform for fuel distribution across West Africa.
The project’s success will depend on converting the MoU into firm financing and construction commitments, and on managing the land and compensation issues that have often complicated large infrastructure developments.
For now, the agreement signals Ghana’s intent to move from planning toward implementation, with early 2027 as the next major milestone. Read more...
